What License Types Exist in Texas?

With recreational cannabis currently banned in Texas, the state only issues one cannabis business license through its Department of Public Safety (DPS): the dispensing organization license. Application for this license was initially open from March 1, 2017, through March 31, 2017. Also, the DPS reopened the application between January 16 and April 28, 2023.

Dispensing Organization License

A dispensing organization license authorizes the licensee to cultivate, process, and dispense low-THC (tetrahydrocannabinol) (up to 0.5%) cannabis to registered medical marijuana patients in Texas. Three dispensing organizations are currently licensed in the state pursuant to Chapter 487 of the Texas Health and Safety Code.

Testing Certification

This accreditation is required for cannabis laboratories in order to profile the cannabinoids in cannabis samples. Marijuana testing certifications are issued by the Texas Department of Public Safety. The state requires licensed dispensing organizations to test their supplies of low-THC products and report the results
