Governor Greg Abbott has signed House Bill 46 into law, officially enacting long-anticipated reforms to the Texas Compassionate Use Program. The law, which goes into effect on September 1, 2025, finalizes the expansion framework proposed earlier this year by Representative Ken King.
The final version of HB 46 confirms the program's major updates—including the addition of chronic pain, traumatic brain injury, Crohn’s disease, and other serious conditions as qualifying for medical cannabis. It also authorizes 15 dispensary licenses—up from the 11 originally proposed—and allows those licensed operators to open satellite storage facilities to improve access across the state.
New product forms such as patches, topicals, and inhalation devices are now permitted under physician supervision, and dosage limits have been updated to allow up to 10 milligrams of THC per dose, with a maximum of 1 gram per package. Patients can receive a 90-day supply with up to four refills.
With Governor Abbott’s signature on June 21, Texas officially becomes the 40th U.S. state to adopt a comprehensive medical cannabis program.
