The future of Texas medical cannabis and the broader Texas cannabis industry is at risk as lawmakers weigh two major proposals — Senate Bill 3 (SB 3) and House Bill 28 (HB 28) — that would severely restrict or ban the sale of THC-infused hemp products statewide. SB 3, already passed by the Senate, would outlaw most THC products outside the limited Compassionate Use Program, while HB 28 would ban synthetics and tightly regulate hemp beverages.
The bills have sparked fierce backlash from veterans, healthcare providers, patients, and small business owners who rely on hemp-derived products for safe, affordable relief from conditions like PTSD, epilepsy, and Parkinson’s disease. Opponents warn the legislation would cripple the $8 billion Texas cannabis business sector, eliminate thousands of jobs, and force consumers into unregulated markets.
Supporters of the industry argue that Texas should strengthen smart regulation rather than move toward prohibition, preserving both public health and the growth of the Texas medical cannabis market.
